Advocating for health care in my area

So I live in a somewhat rural area in upstate NY with a hospital that's part of a larger network which in theory provides gender affirming care which I've had struggles accessing, I called my local hospitals endocrinology was told initially they offered hrt over the phone only to find out they didn't, got a referral from my doc to see someone out of state in the network through telehealth only to find out said doctor was out indefinitely and that their office didn't actually offer telehealth even though it was listed online, I was told that I would one have to drive out of state and two wait until September to actually get in to see them. I'm thinking of sending emails to the health network and my states agencies for human rights/hospital etc, has anyone gone down this route and if so we're you able to access care in your region afterwards?
