Promoted to new league. What to do first?

I'm new to FM and playing FM26. I just got Pergolettese promoted from Serie C to BKT and before I advance another day, I need to figure out just how to reorganize everything to hopefully avoid relegation. I started my manager with zero abilities at all, and at least now I have my National B license with some Reasonable/Competents in there.

My first thought is to immediately fire all my staff, and try to get people who are at least average/good in their necessary categories. I haven't touched staff contracts in my first two seasons, opting to wait until promotion to spend money on improving them. Especially scouting so I have people with better Judging Ability/Potential which will help me figure out who to try to get on loans/trials.

I ran the team into debt to get promoted, but the board still decided to basically double my wage budget to 3.2 million while keeping my transfer and scouting budgets at 0 (but they did decide to build a new stadium). As for the team, I've got very little depth, but a few players sitting at 3-3.5 stars on 1-2 more year contracts. My youth side is nothing special. A third of my senior squad's contracts run out in two weeks and I'm tempted to just let them all go, since theyre at 1.5-2.5 stars right now with negligible transfer values.

With no transfer budget and no scouting budget, am I still going to just trial every possible free agent to see who is 3 stars and up (hopefully with better staff so I can get a more honest appraisal of ability)? And loans loans loans of course. I convinced the board to partner with a Serie A team, and they came back with one willing, but I haven't seen anything else come of that so I'm assuming they just haven't officially become the affiliate yet? Hopefully I can snag some of their players on loan.

Is this a decent way of going about the promotion? Start by overhauling my entire staff, then trialing every player I can get my hands on and again just trying to keep 3 star and up players? And with that hoping I can fill out some more depth than the barely 2 players per position I have now. Then pray I don't get relegated. I'm not married to the team, either, I'm focusing this save on my manager, not on a single team, but they're my first team so I'd like to at least try to keep them in BKT before I jump ship if I get a better offer.
