Confused about how to make an anonymous complaint related to disturbing noises from my neighbours

I live with my parents and I usually have to stay up late to study. The flat in the opposite building (a floor above mine) Has around 5+men easily living in it (tenants), its small 1bhk, their mini balcony is littered too and i have seen rats coming in and out their windows frequently.

Okay the scary part is that i hear a woman moaning howling frequently at night from their flat and somehow noone else in the society notices this? my flat is in quite close proximity to theirs. I am unaware whether its a prostitute that those men bring over or what but either ways their moans are disturbing and i cant cope with it. Its summers and i cant keep my window closed at night either and just Ignore it.

I have asked my parents to ofc just make a complaint about it, Dad said he has checked the CCTV footage to see if they bring a woman over or not and he said he didn't find anything suspicious and that he has talked to the flat owner about those tenants. Maybe they are watching P o r n but again the noise is genuinely disturbing i get triggered if anyone even claps around me and i always wonder if someone is suffering and i am just unable to do anything about it. My parents have forbidden me from making a noise complaint about this saying that if those men understand we have made the complaint it will be unsafe for me and whatnot and there was a huge fight about it why do i need to study at night and why cant i just mind my own business.

Please tell me what can i realistically do about this my parents are strict they clearly dont care about this either, Can u make a anonymous complaint in our country or not how does it work ???
