08 Toyota Corolla Washer Not Working

So everything on the Wiper switch works except the washer function.

I've replaced the washer motor, fuse, and inspected the switch relay and it works because I heard it clicked. Even the washer motor works when I tested it on a separate circuit but it doesn't want to work when installed, not a single sound comes from the washer motor.

I also checked continuity (No beep but gave me 11.5) and voltage (11.5-12v received) via fuse. (Note: I may just have a dusty ground for continuity test).
