Husband works in another state and employer won't take out our state taxes

I’m an Oregon resident. My husband works for an Idaho employer that only withholds Idaho tax. He is currently working in Washington and next he will be in Oregon. His employer says they can’t withhold Oregon tax. How should we cover Oregon tax so we don’t have a balance due or penalties? Should we make estimated payments? How do we account for Idaho withholding on the Oregon return?
