Masters in NL

Why are vast majority of masters program in NL only 60 ECTS? this has been the biggest turn off factor while considering education here.

I dont know if I am looking in the wrong places but for all the top rated universities I checked most programs are 60 ECTS regardless being full time for 15 months. I also dont understand how this equates to the time and fees commitment.
