Houston Indian Consulate issued passport valid only until my 18th birthday despite applying for 10-year renewal

Got my renewed Indian passport in the mail today and the validity is only until my 18th birthday. I'm 17.5 right now and explicitly applied for a 10-year passport. Already emailed the consulate with my file number and attached a copy.

The bigger issue is I'm starting university in the US this fall on an F-1 visa and need a valid passport to get my I-20. A passport expiring in 6 months creates a real problem.

Has anyone run into this with the Houston consulate or any other Indian consulate in the US? Is this just standard policy for minors and I have to renew again at 18, or did they actually make an error? Any advice on how to escalate or how fast they typically respond to email?
