Help

I can get my pop to sound 250-300 and then like clockwork everyone is unhappy and I lose anywhere from 50-100 pop. I have all the amenities and trees and benches and large streets and cemetery and everything but somehow around 300 pop death spiral. I play human with orc for farming since they sorta like the same things and tolerate eachother.
