Why are only Toriel and Asgore boss monsters?

So I know the bosses in the game are different to “Boss Monsters” but I don’t get why only Toriel and Asgore’s souls shatter because the other bosses like Papyrus and Undyne act as major obstacles in the game for the context of Frisk’s journey?
