Where is the line between being smart and not wasteful and use everything to its fullest, and being obsessive horder with poverty mentality?

For example the toothpaste tube, when do you throw it away? Some people cut it open scrape the inside to ensure it's completely empty before tossing it away, my mother does that.

Plastic and glass container you get when buy mayonnaise pickles jam ...etc, do you throw those away? My both parents never throw those away, we have dozens those are handy and you might need them one day.

Living in such environment for 3 decades, doing repairs with whatever you find laying around instead of buying them makes you feel smart and resourceful but usually it's ugly like it's Frankenstein made off random parts and I hate it but my father never cared about making it look good as long as it works and usually its barely working, It became hard to tell the difference between being smart and being crazy horder who keeps piles of stuff using them to half-ass fix everything around the house.

It's hard because there is always potential, that item could become handy in some very particular case, the chances are slim but never zero.
