When to start exploring. Conflicted info when googled.

im liking the game so far and im on chapter 2 I believe. I'd like to start running out into the world blindly now. I've googled when is the best time to start exploring and so far ive read chapters 4-9.

I'd like to have all that i need mechanics wise to interact with game world. does anyone have a definitive answer for this? if not that's alright and start exploring at chapter 4. I just don't want to hit story road blocks often.
