Undervolting GPU RTX 3060

I have tried to undervolt my RTX 3060 and I have been following Panjno's guide and the main problem I have is that I cannot seem to find the stock mhz... it keeps fluctuating to 1280-1400 at this range. Im using Overwatch to undervolt... (which is the same as Panjno's coincidentally).
