How are HBCUs able to give so many scholarships compared to T50s and other flagships?

I’ve noticed that of all the schools I’ve applied to HBCUs have given me the largest and most beneficial scholarships while I’ve gotten nothing from PWIs, the endowment at these larger schools are obviously much larger so how can these smaller HBCUs provide everyone with so many scholarships?
