Should repair exist?

What do you guys think? Ever since I unlocked repair my mindset while playing the game changed. I used to just use items when I got them but now hoarding has begun. I feel like it totally changes the game. Do you think it should exist or maybe be totally nerfed so it can only repair each item once?
