Why offer the "No" option to " Will you attend this ceremony?" in grad. ceremony registration?

Graduation FAQs indicate that if one does not wish to attend / participate in any ceremonies, then no action should be taken. In other words, only register for a ceremony if you wish to attend that ceremony. However, this is the first question in each registration form.

It gives the impression that there is some benefit to registering but not attending. Perhaps having one's name in the program? I initially thought this was a screener question; answering no would prevent moving forward in the form. But that is not the case. If "No" is selected, you are still able to move forward and submit the registration. Seems counter intuitive. Any thoughts?

First question in all ceremony registrations
