Is the Elder God in Blood Omen

Is that the Elder God who Tony Jay is voicing in Blood Omen?

I've just recently started replaying the game (man it needs a Remaster or Remake) after finally finishing Defiance Remastered and I can easily recognise Tony Jay's voice (who voices the Elder God in the follow up games) and it would be interesting if it was indeed the Elder God.
