CPU is Always At Max Frequency

I have a Asus P6T and a i7-980X at 4.2 GHz 1.36V, but it's always at least 3.7GHz-4.2GHz Even on idle. After an OC fail i had to reset CMOS, Aaand.. it's now always at least over 3.7GHz. I Enabled C states, C1, C3 and C6 i believe. I Don't really know much more than proper RAM, CPU OC, I don't know the proper Volts for the IOH and haven't messed with memory timings.

Thought you should know i'm by no means an expert in Overclocking. Thanks - i7-980X
