(NEO) Question about unlocking social network nodes

So does the "Timeframe" section indicate the day on which I can find the dialogue needed to take on the side quest for a desired node? Because I want to unlock Shiba on the SN and it says Week 2 Final Day under timeframe but the only side quest available that day was the one in Shibya Hukarie which I completed. Google is saying that Shiba's node can't be unlocked until sometime in the middle of week 3. I thought I would have to use the inforomation under timeframe to go to the records tab to find out which sidequests I need for which nodes, but its starting to seem like thats not right.
