OINP: Foreign Worker Stream: is WES/ECA actually required?

Hi all,

I received an ITA for the Foreign Worker stream. The portal shows this on login:

Education is not a scoring factor in this stream, and the official applicant checklist does not mention ECA anywhere.

Did anyone in this stream submit a WES/ECA? Is it actually required here, or does this only apply to streams where education is scored?
