Is this mold? My dad doesn’t seem to think so.

I’ve been living in a rental for the past year with my father. This house has been nothing but awful. It gets extremely hot and humid inside during the warmer months and really dry and staticky during the winter. My bedroom door swelled up so much in July I couldn’t even shut it and in December-January every time I would flip a light switch I would get electrocuted HARD. That alone tells me there is something wrong with the insulation of the house. I try to stay at my boyfriends apartment as much as possible to get out of this environment.Anyways these spots have been popping up in the bathroom over the past few months and I want someone’s opinion on if they believe it’s mold as well. The fan in the bathroom that removes humidity essentially does nothing and the walls still get so damp from the shower that the paint is peeling off the walls. Not sure what to do or if I’m just making a big deal out of something small.
