Need help with nintendo ID

So basically, im trying to use pretendo, and i completed every step, but once I went to "Nintendo network ID settings", it stated that it was not available in my reigon. What do I do? I have a bunch of games and progress but have seen that if i try to fix this issue, that it will factory reset my 3ds. I really want to use pretendo but i dont want my data to be wiped. Is there any way to access this or is there any other way to do this?
