Question from a non motorcycle guy.

Is it normal to idle your motorcycle in your garage for 15 minutes at a time while periodically revving the engine? Every once in a while my neighbor will open his garage and run his motorcycle for a while and just randomly lay in the throttle. Is there a reason for this, or is he just being an asshole?
