Turn concrete yard into moss garde

I have a horrid concrete yard and not a huge amount of money, what would be the cheapest and easiest way to cover the concrete in some sort of moss?

I was thinking maybe a thin layer of soil and then scattering Irish moss seeds or something? and help would be appreciated
