Where’s Midas and where is the legendary flail?

So I’ve been playing woolhaven again recently and I’ve noticed something. For one I’ve never encountered Midas in Ewefall and two. I don’t have the legendary flail

I looked up guides for the flail but all they said was “do all the notice boards” which I did. Unless they also mean give those wandering ghost 100 wool and if that’s the case. I’m not grinding out 400 wool

And Midas… yeah he just not there.
