New cpu and motherboard or 5070? Help

Guys this is stressing me out and i honestly don’t know what to do pls help. I have an i5-13400f cpu, 16gb ram, 4060 gpu. I’m looking to upgrade to either ryzen 7 9800x3d and a new motherboard (my current motherboard doesn’t support ryzen) or upgrade to a new gpu (5070). I mainly play Overwatch 2 at 1080 and i know it’s a cpu heavy game but do you think if i get the 5070 i will gain noticeable performance increase over the cpu/MB upgrade
