UGC Requests?

Was just curious if anybody had some sources where I could request ugc to be made, I dont mean paying people to model and upload it and all that i mean just ask if they can make it and do all that for free. Just wondering because a ugc creator I like didnt want to onsale something he made for whatever reason.
