CK 3 - How to create a faith where clergy members rule temple holdings?

What rules do I have to put in play? I am the head of faith and declare holy wars. But when I win and the holdings are mine, some are distributed to randomly generated vassals. That's fine. But, for the temple holdings specifically, they're often just random mayors. Not members of my new organized faith. When I declare holy wars in the name of the orthodoxy faith, iirc, the temple holdings are given to members of the clergy. I want the same for my faith! How do I do this?
