What is wrong with my game

I get "Network not responding" every few seconds, it's forcibly logged me out half a dozen times over the last hour and a half, half the time when I hit Play on Steam it opens two instances of the launcher, and the rest of the time the launcher won't close once the actual game starts. Everything else works fine, I've replaced my Ethernet cable twice, I've reinstalled the game, I've restarted my pc and my router several times, and nothing helps. I've been having this problem for weeks and it's driving me crazy.
