Personal Finance Peace Corps Questions

Hi everyone! I will be an incoming PCV in Paraguay in September and I have a few questions regarding the personal finance aspect of serving as a peace corps volunteer.

1. Does the Peace Corps living stipend count as earned income for purposes of contributing to a Roth IRA?
2. Is the monthly living stipend taxable, either in the U.S. or in the country of service?
3. Does the readjustment allowance (~$10,800) count as earned income for Roth IRA contributions?
