Is Ripper Buffet?

So, I've been playing IDV for 2 years now and (as hunter) I only played Norton and Nightwatch. Now, I know that Ripper was buffed a long time ago, but I only decided to practice him today in ranks. I played for two hours and never figured out how I won with just straight up terror shocking player when they come to rescue. Can someone explain to me how he actually works cause I feel like Atp I just have a bug or something.
