Why no Russia players?

I have a serious inquiry on why none of these tier 1s that are just sitting in queue taking others spots don’t go to russia. The MiG 23MLD is a great jet and is newcomer friendly just go play russia for a bit. I need 246 rp to get my first badge and can’t even get in a match. (Waiting 23mins as of now)
