Are procurement staff competent at their jobs?

For context, my father used to work in the corporate sector in supply chain and procurement a decade ago and he was shocked at the lack of technical expertise of their field in Australian procurement teams. He was the only individual on the team who had worked in manufacturing overseas as an engineer and would see how often procurement would not be able to tell when the suppliers are lying to them about cost.

How often do scenarios like this still happen since then as that was a decade ago. Has Australian procurement improved where they're not constantly getting #fellforitagain awards.
