Used car dealership fees?

Was buying gonna buy a used Fiat 500 90k. For $3800 listed.

Talked to guy on phone and said bring a check for $4200 because I need to pay a fee for them doing some documents.

Sorry but I've bought many used cars and never had to pay a penny over the price in the listing.

Curious why this dealership is different 🤔
