VLC as an mp3 player on multiple devices?

Hello, I was having trouble finding answers by googling so I figured I'd try asking here. I have a collection of mp3s on my computer that I want to be able to listen to on both my computer and phone. Apple has removed the ability to sync itunes across both which is what I used to do, so now looking for alternatives.

So can VLC be used as a music player? Specifically-

1. Can it shuffle playlists?

2. Can it sync between devices, specifically a windows computer & an iphone?

3. Long shot, but is it possible to import my itunes library data? Or would I have to copy over all the mp3s and organize them back into playlists myself?
