[T2 SPOILERS] questions about post-credit scene

Hi guys, just finished the game and I'm overwhelmed by the post-credit scene. How could this scene NOT be a cliffhanger? I read some posts about it and also saw the studio behind the game said the post-credit scene wasn't supposed to be a cliffhanger?

I don't know how that scene could fit into the story without raising even more questions about it. So are there interpretations that make it complete the story more somehow (if you know what I mean)?
