(CA) Fighting back against RUBS (Ratio Utility Billing Systems)

A lot of tenants pay their landlords hundreds of dollars for utilities with no explanation through RUBS (Ratio Utility Billing System). Tenants in Seattle and LA are on RUBS utilities strikes, i.e. paying rent but not RUBS utility bills. They are organizing & trying to change the laws in both of those places & there is an information session on Tuesday evening (April 7th) -
