Escalation tiers and prototype cores are character based?

Correct me if I'm wrong ...

But I am seeing that if I get to Tier 3 in a mission, for example, on one character ... that it does not carry over to the other?

And I have one prototype core on one character, but I am not seeing it any the others.

Is this intended? If so ... woof.
