IEEPA REFUND Customs Broker Commission and Fees

I work in a small forwarding company and most of my brokers seemed to be pretty aligned with all the info I am seeing in these forums; have the Importers make ACE Portal Accounts and enter bank info to accept refunds. Most of my brokers are saying I don't really need them to set up anything except updating email if there isn't one on file.

One of my brokers is pushing me to give them commissions and fees so they can handle everything for my customers, and being very rushed saying there are deadlines approaching fast and it needs to be taken care of asap. The system is still in process as the first phase is expected to roll out later this month, so is there a point of trying to rush my customers to sign this broker's agreement? Just a lot of different messages so am a bit confused now haha..
