FPS Higher than Refresh Rate

1. My game runs about 90 FPS, but my laptop has only 60 Hz refresh rate. So is my output technically only 60 FPS? 2. Is the jump from 60 Hz to 144 Hz really big of a difference? If so, I'm planning to switch my laptop to a better one that had around 165 Hz of refresh rate and higher FPS. Is it worth it? Help would be appreciated.
