eBay Buyers or Thieves?

Has anyone else received a comical amount of card not received refund requests when shipping via the $1.32 eBay envelope method?? There is zero probability of this many of my shipments being lost! I have looked back through my purchases and I see several cards I bought that were shipped that way but never had any tracking information updated. I still received the cards. I feel like there are thieves that lurk on their purchases page and automatically file a not received item complaint when that info isn’t updated in order to steal cards! I would hope eBay would flag accounts with an inordinate amount of those requests but I highly doubt it. Sorry for the rant just curious if others have had this problem?
