Car pickup line on Church St is ridiculous

Every weekday, at about 12:15, there is a whole line of cars parked on the right hand side of church street, completely blocking it. I guess it's parents picking up their kids from one of the church schools, but it totally blocks the road and there is no way around them.

They sit there for upwards of 30 minutes. If you forget and pull into church st, you are stuck behind them.

Why does the city allow them to obstruct traffic and block off a whole road every day?
