Does any have any other recommendation to lower liberty desire other then support loyalists? Otherwise what is a good way to trigger an independence rebellion?

So I’m sort of stuck in a limbo state with my vassals, almost all of them are disloyal and I can’t annex anymore of them even with support loyalists on and switching them to vassals instead of fiefdoms. It seems most of it comes from there combined power to there overlord.

Does anyone else have any recommendations to cut there power or inflate my or other options to bencrease loyalty, if not I think the best think for me is to force trigger an independence war, beat them and annex the larger ones (mostly French ones I return cores on) and re-release them as smaller vassals if I can’t integrate fast to cut their power a bit. And if I go with that strategy what should I do to trigger them other keeping my diplo spending to zero and pray they eventually attack?
