Puppy in the city - How do I get him to obey outside?

Behavior

Hello everyone!

My puppy is a 15wk old cockapoo, we got him when he was 9wks old. I've just found this sub and although I feel like we might have been going about some things wrong I can also say we've been blessed with an amazingly good puppy. He's potty trained, only has an accident if we get distracted and forget to take him out on time but recently he's even learned to get our attention to take him out so even that seems to have passed.

We are very much bonded and he loves to lay on my lap and chew a little toy, he snuggles (for a few minutes at a time lol) and he only barks when my husband leaves for work because I guess he hates it when he goes. We have sit, lie down, down (off furniture/couch, which he has access to when given permission) center, stay, and leave it (mostly, still sometimes doesn't listen if he feels like the treat is too tempting).

All this is to say it's been a dream and only the first two weeks were really tough taking him out every hour. I live in an apartment building in a major city on a main Street which is very busy. There isn't much green space around. We're currently house hunting but we will be here for at least a few more months. My pup is so good at commands inside but the second we go outside all hell breaks loose. He's an absolute lunatic.

For potty breaks we were just popping outside and doing a short walk around the building when he was small but that doesn't satisfy him anymore. I try to take him around the block now and he won't listen at all. Not even sit which he has done for weeks. I bring treats but he would rather eat the trash or passing leaves or literally dirt lol. So walks are a nightmare and the idea of doing command training outside is also really tough because there isn't a safe or quiet place to even start.

I guess I'd love to hear from any city dog owners in a similar boat, in some months we will hopefully have a yard which would maybe be helpful to start training commands outside but like, I don't want to wait and would love to be proactive about this. Any tips? Thanks to anyone who happens to read this.
