Any tips on coming up with plot hooks for a hexcrawl?

I’m planning on running a desert themed hexcrawl based on Cursed Scroll Vol. 2, starting with Lost Citadel of the Scarlet Minotaur. I can get them started on Lost Citadel using the rumors table, but I’m not sure how to convert to the hexcrawl.
