Has anyone upgraded Metallurgist?

Hi everyone,

It seems like Alloys are a huge benefit and the way to get them is limited. I see upgrading Smelting plants has very minimal effect.

I wonder if anyone ever tried to heavily invest in their refugees?

If I believed it would get me somewhere meaningful, I would start upgrading them like crazy.

Has anybody actually tried this?
