Proof of service

I was at step 5 and than moved to step 4 and than to step 3. In step three the only thing they requested was proof of service. 1 why don’t they already have this? I needed it to get my vet id and my education benefits. 2. Is this a good sign? Like if the medical evidence wasn’t there would they even search for proof of service?
