Need Advice About Upgrade Path

I have a RX9060XT 16GB with Intel 10400F 16GB or DDR4 Ram H410 MB with 3 HDD"s 2 NVME Drives and one old SSD in a Silver Stone casing.

My PSU is Seasonic Core GX650W its old like 6-7 years old now my question is can i use it for another year or 2 or i need to change it immediately with a newer one?.

and i was thinking about upgrading my CPU and MB i have 2 paths one is Intel 13400 with B760 Asus full ATX MB and 32GB(16x2) DDR5 5200 kit or i can upgrade to AMD 7800X3D with a MSI B650 Full ATX MB and 16GB of DDR5 5400 Ram intel system is cheaper what is the best path?.
