Slash that cuts all dimensions

I have a character in my story that uses slashes (kinda like Sukuna) and in a fight against the main cast a side character has super speed. The thing is there's a character who has super speed and uses vibrations like the flash, but very differently. When this character, we'll call him X vibrates he temporarily enters a new dimension (2D,4D,1D, neither you, I or X knows which one but the point is X is traveling for picoseconds in a new dimension) which makes him untouchable when he vibrates. He can't hold this vibration for long and using for too long causes his brain to start burning. The problem character Y has is hitting X, because he keeps vibrating through his attacks and doesn't hit him. So Y comes up with a new weapon.

A slash that cuts every single dimension. It cuts 3D, 2D, 1D, 4D and so and so as a means to ignore characters X vibration. I wanna know where does this jump character Y in terms of powerscaling as in which character beats him. I should mention Y has managed to heal from a hit at Lightspeed (like regenerate) and in terms of raw physical strength I would say he's around city level, so no buffs just raw strength and will. IQ is 190 and has lived since the creation of time (It's Lucifer. X is Lucifer if he had a fleshly body) so experience is pretty big.
