Aggravating factor on 99R

I was convicted Jan 2025 for communication, and finished probation in November with the credit for monthly compliance. Recently finished SOTP and now starting to really look at trying to manage my future. The big shock was finding out that I was assigned level 2. I ran a FOIA to Kitsap County Sheriff and they sent me two 99Rs. The first one showed level 1, then the other was completed two days later citing "aggravating factor" for an admission I made during my PSE for an encounter I had in 1981, so that increased my risk level. Like everyone, I'm sure, was following the effort on SB5312 but not surprised it never went to vote. So as I understand I need to wait until I have 10 years offense-free until I can petition the court for relief. Has anyone gone through that process? Thanks for listening.
