Can someone else withdraw money from our PF account ??

I see couple of claims on my wife's PF passbook where we see money is withdrawn from her account with claims under 68L(3) and 68J (Looks like home loan and illness)

We checked the claim settlement form as well, it shows her bank account and passbook attached, but she doesn't remember raising the claims and doesn't know if the money go credited or not.

These claims are 5 years back and bank account is dormant now. We visited the bank and have applied for activating the bank account. (will need few days for that). The bank account balance is low too, indicating the PF money might have not been credited.

In the mean time wanted to check if someone else can (who works directly with PF office from employer.) withdraw our PF money on our behalf ?

Anyone had this experience ??
